[FEATURE] Allow for TTS to be installed to a user-selectable path

Currently, TTS is hardcoded to be installed to the installations (Installations/tts, specifically), some users may not want this, for example to have the TTS Model on a HDD and the game on a SSD

It should probably be selectable in the preferences menu.
