Should we have a default license for software created by a CG

The current CG process is silent on how code created by a CG is licensed. One idea is to have a default license (e.g., the W3C software license) but to allow a CG to define its own license.

Sometimes last year Solid CG had a call with @rigow about licensing cg drafts, code bases and code snippets in the draft. I recall TimBL mentioning something about NOTICE requirement on snippets in the drafts being an inconvienience for developers.
I believe currently no code, except snippets in CG drafts, is officially under Soild CG and most people who maintain that code independently tend to choose MIT license.
