Clarify offset-position creates stacking context or not? #609

Hi Team,
Just raising to clarify about behavior around offset-position because currently it creates stacking context (will-change: offset-position) in Chromium but not in Safari and Firefox.

It is not clear in specification, if it shouldn't, I can raise bug on Chromium tracker while if it should, I will raise it for Firefox / Gecko and will try to fix in WebKit.
