This charter adds gesture within its scope and make it clearer that we're taking over mouse and wheel events.

One addition: Gestures, in particular from the recognizer, eg pinch, swipe (see https://hammerjs.github.io/recognizer-tap/ ).

Several sections from UIEvents should moved to Pointer Events: PointerEvents algorithms, Mouse Events.

WheelEvents needs to be discussed.

w3c/charter-drafts#715 gave us the updates needed.

Next is to start the charter refinement and horizontal reviews.

We'll need a charter extension for that.
