Add minimal Telegram plugin channel to Tiny Claw

Feature Request:
Add a new plugin channel for Telegram in Tiny Claw.

Goal:

• The initial Telegram plugin should be minimal—focus on making it work first.
• Improvements and enhancements can be made over time.

Guide:

• Follow the structure and requirements described in the plugin package README (@tinyclaw/plugins).
• Ensure basic Telegram connectivity and message handling.

Motivation:

• Early support for Telegram channel is highly desired by users.
• Rapid delivery is preferred; polish and new capabilities can be added later.

Notes:

• Keep the first version as simple as possible to ship quickly.
• Reference the README in the plugins package for best practices and required setup.

I’d like to take this on as PR 1 (minimal Telegram foundation).

Planned scope for PR 1:

Scaffold @tinyclaw/plugin-channel-telegram using the existing channel plugin structure.
Implement pairing tools:

telegram_pair
telegram_unpair

Wire config/secrets keys following convention:

channel.telegram.token
channels.telegram.enabled
channels.telegram.tokenRef
plugin ID in plugins.enabled

Add initial tests for pairing + plugin metadata/lifecycle stubs.
Add plugin README with setup notes and explicit v1 limitations.

I’ll keep this first PR small and shippable, then follow with runtime polling/message handling in a second PR.

Awesome, I can assign it to you @Emeenent14 make sure it's tested and working via conversational configuration with the tiny claw agent. I have the same issues with Discord so it's little bit buggy right now. If there's need to fix in plugin system level, let me know.
