Gauss-Maxwell quadrature

Shizgal, Ho, and Yang propose a Gauss-Maxwell quadrature in [J. Math. Chem. 55, 413 (2017)](https://doi.org/10.1007/s10910-016-0689-5).

It is not immediately obvious what this scheme actually is.
