This is mainly to try to borrow success lessons from DLPack, which is the current de-facto standard of tensor data exchange in the python ecosystem and see if we can do something minimum and common that benefits all frameworks that leverage WebGPU (for example, for tfjs to be able to zero-copy exchange tensor with tvm or other runtimes that runs on the web).
