target_compile_features breaks build with NVCC_WRAPPER

Using target_compile_features breaks my downstream build that requires the use of NVCC_WRAPPER from Kokkos.

@wrtobin for now can we consider turning off the use of that cmake command. I will try to get in contact with the Kokkos folks to see if they have any suggestions.
