Migrate policies from api-platform to gateway-controllers

Description

This task focuses on consolidating apip policies that were previously maintained in the api-platform repository into the gateway-controllers repository to improve maintainability, discoverability.

As part of this effort, all existing APIM policies will be migrated while preserving their complete Git commit history, ensuring traceability, authorship, and auditability are not lost during the transition.

The migrated policies will be reorganized under a standardized policies/ directory structure within the gateway-controllers repository.
