computing weights matrix

Hi
I have some studies about traffic and read STTN paper for traffic prediction.
Do this code implement exactly paper?
In the paper dataset describe that has 228 sensor data but here only 25 station selected. the results that reported in the paper are based on this dataset or 228 station?
And another question for me is that how do you compute weight matrix for this stations?
