Can we make readline work on Windows PHP - e.g. by exposing terminal control functions via COM / handing control back into C# via IPC?

Would work by running rlwrap --command-name=xp-[$subcommand] around PHP

Alternatively, we would need to find out if there's a way to compile PHP with readline on Windows
