Allow users to edit the task template and template provider #263

Is your feature request related to a problem? Please describe or add steps to reproduce your use case.
The TaskManager.TaskManagerTemplate and TaskManager.TaskManagerTemplateProvider pages are protected by the license, so they are not editable by anyone other than the wiki owner.
Describe the solution you'd like
Remove the license on these pages, and maybe add edit rights just for admin group.
