Services: force restart and update

When changing the production or staging bundle, force a service restart and update. Ideally, changing the bundle should trigger a dialog asking whether services need to be updated, if any are present. Clients very often don’t update Ftrack or WP services themselves (even if they are aware of it) and then are surprised that something doesn’t work. This is starting to get quite annoying, especially when a setup has, for example, six services.
