SG transmitter service does not chunk files during upload reviewable to SG server

Currently, the implementation loads the entire file into RAM before uploading it to the SG server. This could cause an issue if the file being uploaded is larger than the available RAM.

where it gets first reviewable on the version, load it whole to memory, then writes it to temp file and then it load the temp file and posts it to sg api.
