Local interaction support

I have been looking for python packages that interface particle io tools. In my search this popped as one of the most maintained packages but I am lacking local commands support.

I am willing to create and submit PRs to include particle-cli wrapper interfaces for this API if you are interested. Otherwise I think i will be starting a package on my own.

Would you be interested in adding this feature? If so, should I create a ParticleLocal.py or ParticleCLI.py file for this features? Do you have any preference about naming?
