closing many tabs does not behave like macOS

the macOS layout behavior of closing many tabs causes the close button of the next tab to always land under the mouse by not resizing tabs after each is closed. this leaves a gap in the tab-bar that remains until the user moves the mouse outside the tab bar.

this is a large change in layout, animation, and behavior that will requires significant changes. will save this feature for later.
