fix(cheats): Fix cheat quests

Cheat changes:

• Fixes a few quests not giving proper completion, removed radimus training, you can set your stats in debug mode (and less dialogue when using ::~cq)
• Add warning when using ::~bank_preset
• Reorder completing all quests into order in the quest list
• Update ::~reset to use the reset_all_quests (Changed from label to proc) instead of manually updating each quest progress and potentially forgetting to update this in the future.
• Line 439 of cheat_quests.rs2 was duplicated since 2 quests use this
