Add public TransformSIIToADM method, ILogger for Azure logging

Patch Release v4.0.1 changes:

• The public TransformSIIToADM method will allow the passing of a List<ShippedItemInstance> model type returning a single <ApplicationDataModel>, eliminating the use of a source folder and file(s) while on Azure.
• ILogger class works well for Azure Application Insights logging.
• Updates Readme.md

Request to Admin:

• Bump the NuGet version to v4.0.1,
• Link create new public method TransformSIIToADM that excepts List<ShippedItemInstance> type and ILogger #30 to this PR, to auto-close the open issue.

Tests are failing again. Checking this out.

Also, some _logger should be correct to Error vs LogInformation (tracking).
