Describe your changes

Add the LAPPD offset fit script for EBV2, part of the EBV2 workflow.
Updated from using mean time deviation between LAPPD beamgate and undelayed beam trigger to the quality factor from the previous version in Jan, details can be found in https://annie-docdb.fnal.gov/cgi-bin/sso/ShowDocument?docid=6132

As was the case with the muon fitter script and James' experience, since this is not a standalone tool let's instead store this script somewhere in persistent for it to be used in the event building. I will close this PR once we have a path provided in persistent.
