With a stub APT (links to /bin/true), while bootstrapping for stage 2, dpkg-deb will segfault if any of the PKGDEP is not in the dpkg database. Workaround this by totally ignoring PKGDEP and BUILDDEP (since APT is a stub during this stage, no packages will be installed anyway.)

This switch detects if APT is present on the system. If APT is already built, an fatal error will be raised.
