Mostly, wanted to update the command line arguments. I figure since we are already using boost-system and io we might as well use program_options and filesystem.
Moved the initialization of DDS until after Boost is done with the arguments. I have some other ideas but I want to prove out this code first. Still having trouble seeing messages come across the DDS bus.
