Feat (plugins): Add Plugin manager
Merge branch into feat.plugins
This PR reorganizes `valkyrie.plugins.secrets` plugin to make it more cleanner. - `valkyrie.plugins.secrets.__init__.py` : Contains the main plugin components (Rulel, Plugin, etc..). - `valkyrie.plugins.secrets.conf.py` : Contains plugin configuration and models (SecretPattern, etc..).

This PR adds Vulnera a dependency vulbnerabiliity plugin for Valkyrie.
It support many langs such ad python, Js, Rust Java, etc.. and allows to add support for other langs as plugins.
