Feat (plugins): Add Plugin manager
Merge branch into feat.plugins
This PR reorganizes `valkyrie.plugins.secrets` plugin to make it more cleanner. - `valkyrie.plugins.secrets.__init__.py` : Contains the main plugin components (Rulel, Plugin, etc..). - `valkyrie.plugins.secrets.conf.py` : Contains plugin configuration and models (SecretPattern, etc..).
