Ports the old proxy from javascript to rust, because ... why not ?
Probobly don't want to merge this until we do some more thorough testing.
Did some testing locally, and was able to handle 4 seperate ide's + 10 seperate windows no problem, uploading and downloading large files.
In the future would be nice to be able to setup some way to actually benchmark # of concurrent connections, speed etc...
