Update the basepatch to include a silver version of the Power Star item (see ArchipelagoMW/z3randomizer#8 for details). Use this item to differentiate Progression from non-Progression items for non-ALTTP games.

Add an alternate Power Star item to (previously unused) slot $69, using a palette that makes it look silver. This can then be used to differentiate progression items from non-progression items for non-ALTTP games.
