Updating to netstandard2.0 rather than having a separate project for the non-portable library added in 18ce3f8.
This is important as it also allows updating the reactive extensions dependency.

For consistency it would also be great to update the Lifetime NuGet package Arcturus-Studio/Lifetime#1.
