Move meeting/plannings files (minutes, PPTX and related docs) into reports/meetings/plannings/2025/* and move participation reports into reports/participation/2025/* to group artifacts by year. Remove obsolete paper docs (paper/readme.md, paper/comparing_cv_langs/journal-selection.md) and reports/.keep. Also apply minor formatting/normalization changes to several meeting minute markdown files (separator/spacing/responsible metadata); content unchanged otherwise.

This pull request removes documentation related to journal selection and the article structure from the project. The most important changes are:
