Fix/modelapi container

[dcaro]

• checked if flaskwebapp exist to not fail in the case the directory does not exist
• updated to api check to 2.0
• added pip install wheel and setuptools in requirements to remove errors when building the container
• updated driver.py since it was failing with a tuple out of range error
