Since
R017pre11, theSampleTimeheader line can be on the bottom of the sample points.This PR fixes by putting the
SampleTime =line on the top of the file, in the header part.Tested on data from Cima.X XA61-SP01 using R017pre11
Tested on data from Prisma VE11E using R016xxx
