Refactor PythonAdapter to handle security-only releases more effectively

• Updated logging for security-only Python releases to be informational.
• Removed platform skipping logic for Windows and macOS in security-only scenarios, allowing downloads to proceed and handle errors via an ignore file.
• Adjusted verification task creation to only include platforms that are actually being downloaded.
