Changed the default optimization level to match the standard of the "Release" mode and the content in the readme. Added a CMake flag for the CXX compiler (to ensure GTL library is linked).
Changed the missing value threshold from 1e19 to 1e14.
This new feature allows the thresholds of --NearbyBlobs to vary with input from a node file's column.
This reverts commit a3fd32c.
This allows --nearbyblobs to take in varying threshold values from a column of the input node file.
Add support for AND condition in NearbyBlobsOp

This is a temporary fix for missing values or NaN incompatibility when using SyCLoPS (the System for Classification of Low-Pressure Systems) with some model/reanalysis datasets. It only made changes to the operators used by SyCLoPS. A full repair to support missing values for all Tempestextremes operations is expected in the near future. Some changes are made to the README to improve clarity.
