This can be used to run any Charm++ TreeLB based strategy as a balancer for VT. Currently it's hardcoded to use RKdLB, a vector based strategy based on the relaxed k-d tree, but that can be modified by changing
src/vt/vrt/collection/balance/charmlb/charmlb.cc(see comments in that file that show how to use Charm++'s GreedyLB strategy instead, for example).
