A ">" got introduced to the very end of the file. Who uses this "Optimize-Offline-help.xml"? How does one call this help file anyway? Useless, AFAIK!

Fixed the IOException error in Windows 11 IoT 22000. Needs to be coded to only apply to the 22000 build.
