If the abs(max) value is less than 1e-3 it will scale all values up until the max value is single digit magnitude (1e0)
If the abs(min) value is less than 1e-3. It will scale the values up as far as they can go while keeping the max value less than 65504.
the scalingFactor is passed to the colorbar to represent the correct values.
