Add mesh periodicity mapping function to support dssum computation

This PR introduces a new function to handle periodic connectivity across mesh sections, which helps in dssum averaging.

• It computes incomplete local vertices, face/edge centers, applies the given offset, and matches them with the opposite periodic section.
• Ensures faces, edges, and vertices are correctly linked across periodic boundaries.
