Summary
Add omni facility presets per guidance tables (Nav, Comms, Surveillance) with turbine j/h where applicable.
Implement omni builder with PolygonZ shapes: inner cylinder top, cone mantle honoring α, optional turbine cylinder top, using site elevation as base.
Validate omni inputs (r>0, R≥r, α∈(0,90], turbine: j>0, h>0, j≥r).
