This adds an option to downloader to allow ingesting files from any local directory.
e.g.
LOCAL_DATA_DIR=path/to/jpeg2000/folder downloader.py -d local -b local -m localmovewill ingest files from the given directoryAlso fix issue with old Python2 email code.
