📜 Description

This PR establishes the Global Health Files and Automation Infrastructure for the Hlid-Systems organization. It sets the baseline for professionalism, security, and consistent workflows across all future repositories.

Key Implementations:

1. Global Governance:
   • Added CONTRIBUTING, CODE_OF_CONDUCT, and SECURITY policies (Bilingual EN/ES).
   • Configured professional Issue & PR Templates.
2. Organization Profile:
   • Created landing page (profile/README.md) defining the Roadmap and Vision.
3. Automation (CI/CD):
   • ⚡ CI Workflow: Automated Markdown Linting and Dead Link Checking.
   • 🛡️ Security: Implemented OSSF Scorecard and Dependabot.
   • 🧹 Maintenance: Added Stale Bot for issue hygiene.
4. Infrastructure:
   • Standardized .gitignore, labels, and repository configuration settings.

🔬 How Has This Been Tested?

• Manual Verification (Verified all cross-language navigation links).
• Integration Tests (Ran local markdownlint and verified CI workflow configuration).
