Description
In this PR, I added a Translation guidelines page for easier access and familiarization with the HytaleModing translation guidelines, both general and language-specific. I used pinned messages from Discord to fill them in.
I didn't check it due to problems with nextjs.
I didn't add it to other languages because you can change something before that. If everything is fine, I would advise you to ping the translators for review and editing.
