• Update @intlify/unplugin-vue-i18n from 6.x to 11.x

• Update globals from 16.x to 17.x
• Update minor/patch versions for vue, vite, typescript, eslint, sass, and other dev dependencies
• Add IntersectionObserver mock for vue-virtual-scroller test compatibility
