Updates dependencies, adds some PEP 621 compliancy and replaces reatelimit dependency with limits, because the latter has more reliable limiting and type annotations.
Ideally Investigamer/omnitils#11 would be merged first and a new Omnitils release made so that the proper version number can be set to
pyproject.tomlhere.
