Description

  • Bump opa to v1.5.1 to fix dependabot alert
  • Temporarily mirror.gcr.io/library/golang:1.23 for binary builder in Dockerfile as go-toolset only runs go version 1.23.9 but go mod changes requires go >= 1.23.10
    • TODO: revert once go-toolset supports this
