- Separated Cloud.RoleName initialization logic to ensure it executes in all scenarios
- TelemetryDataEnrichInitializer requires HttpContext, but Cloud.RoleName must be initialized regardless of HttpContext availability
- Enables proper telemetry tracking for background jobs and RabbitMQ integration handlers
