The field `process.env.npm_config_argv` was removed with NPM 7, leading to issues during the installation of this package. This commit updates the package to rely on the `NODE_ENV` during installation. See https://github.com/npm/rfcs/blob/main/implemented/0021-reduce-lifecycle-script-environment.md.
