This removes all the license notes and for the few maps I checked, all tags. @rjhancock I think we can re-apply tags easily but I don't suppose we have some code to re-apply the license, do we? We may want to think about writing the license note with the board save code, right?

To my knowledge we don't and it is something we need to address. Auto add the license to all files upon save.

MML has an option in the settings to add the license header that you can enable if you intend to contribute unit files to MegaMek, a similar approach could be used here.
