Move MptPolicy compatibility into metta

Summary

• Move MptPolicy + mpt artifact helpers into metta/rl for legacy compat.
• Keep MPT loading available via policy_spec bundles that reference MptPolicy.
• Update tests to use metta’s MptPolicy.

Changes

• New metta/rl/mpt_artifact.py + metta/rl/mpt_policy.py.
• test_policy_artifact uses metta MptPolicy bundle path.
