Updates the list of ESDS representatives based upon current involvement and makes some minor edits to the description so that it's more clear this is an NSF NCAR & UCAR initiative upfront.
In reading this over it also made me wonder if we should briefly describe some of the ESDS activities and/or call out other ways to get involved and maybe drop the bit about working groups.
