Replace references to the old organization/name and contact emails across repository metadata and docs (NREL-Distribution-Suites -> NLR-Distribution-Suite; nrel.gov -> nlr.gov). Update GitHub issue/discussion templates, CONTRIBUTING, README, QUICKSTART, docs, and pyproject.toml links and author emails accordingly. Also bump Codecov action to v5 and adjust the test matrix Python version from 3.11 to 3.12; add workflow badges to the README.
