rather than generating new eligibility determinations for census tracks (seems that should happen ~5 years), this build is in response to the annual need to determine which ZAP projects completed in the past year were in or near eligible tracts
shared outputs with GIS and Fiscal and they seem good to go
merging will fix CDBG failing in nightly QA
