Pull request overview
Updates semantic-release configuration so that maintenance-only releases (where all commits are hidden from notes) produce a non-empty release note body.
Changes:
- Removes the trailing comma from the final
releaseRulesentry forbuild. - Adds a custom
writerOpts.mainTemplateto emit placeholder text when no commit groups are generated.
